Manson Site Update

Manson Project Update: July 22, 2003
1. PRC Meeting No. 21 (postponed)
On July 21, 2003, at a meeting hosted by the MOE (and attended by
Candec Consultants, City staff and the City's Peer reviewer), MOE and the
City have asked Candec Consultants Limited to provide additional information
re the site remediation work and the status of sewers remaining on site. As
a result, PRC meeting scheduled for Wednesday, July 23, 2003 ,7:30 pm., at
the Port Union Community Centre, Lounge is postponed until the submission
and review of this information is completed.
A new date for the PRC meeting will be finalised in the near future.
1. Information provided by the Ministry of Environment (MOE)
In response to a question from a resident to the City re the MOE audit, Allison Lee Lai has informed as follows:
The results of the audit is that the consultant for Yellow Moon Homes Ltd. followed the Ministry's "Guideline for Use at Contaminated Sites in Ontario." A paper/or a field audit of a site is conducted to see if the proponent's consultant followed the Ministry's "Guideline for Use at Contaminated Sites in Ontario."
2. Information provided by the Ministry of Labour (MOL)
MOL has advised as follows on June 24 , 2003:
Ministry inspector is continuing to monitor the property.
3. Final PRC Meeting
The City has received and forwarded to the City's Peer Reviewer the results of MOE audit for his consideration in completing his report to the City. The City will schedule the PRC meeting shortly after receipt of the completed report from the Peer Reviewer.

Please be advised that to our knowledge, there has been no site activity since the last update.
b. MOE audit
The Ministry's audit of the site is still in progress.
2. Information provided by the Ministry of Labour (MOL)
MOL has advised as follows on May 16, 2003:
There is no activity on the site since the last update. Ministry inspector is continuing to visit the property.
3. The next Update is scheduled for May 30, 2003.
Manson Project Update: May 2, 2003

Please be advised that to our knowledge, there has been no
site activity since the last update.

The Ministry's audit of the site is still in progress.
2. Information provided by the Ministry of Labour (MOL)
MOL has advised as follows on May 2, 2003:
There is no activity on the site since the last update. Ministry
inspector is continuing to visit the property.

1. On December 31, 2002, Allison Lee Lai of the Ministry of Environment
(MOE) has advised as follows:
a. Re: Site Activities
On December 23, 2002, the MOE was informed by the City of Toronto that a resident contacted that agency indicating that work was conducted on the site on December 18, 2002. MOE contacted Candec Consultants Ltd. and was advised that they took additional samples for verification that the remediated area does meet the MOE "Guideline for Use AtContaminated Sites In Ontario". Please note that all additional test pit sampling information has to be forwarded to the Central Audit Team to be included with Candec's final report.
b. Re: MOE audit of the Manson Property
At this time, the Toronto District Office does not have a time frame for the completion of the Central Audit Team's audit of the site.
2. Today, the Ministry of Labour (MOL) has advised as follows:
There is no activity on the site. Ministry inspector is continuing to visit the property. MOL inspector was made aware of the sampling activity of December 18, 2002 by Candec Consultants Ltd., after the work was carried out. MOL has no concerns re this activity.
3. The next Update is scheduled for January 17, 2003.
1. Today, Allison Lee Lai of the Ministry of Environment (MOE) has
advised as follows:
a. Re: Site Activities
On November 15, 2002, a resident contacted me and informed that there was some site activity on the property on November 14, 2002. I contacted National Excavating & Grading Ltd. and Candec Consultants regarding what type of activity occurred on the site on November 14, 2002. I was informed that a worker changed the engine oil from the excavator and some of the material spilled. Candec Consultants noticed that the impacted area was not cleaned up properly and instructed the contractor to clean up the area by removing the soil and disposing of it at a licenced receiving facility. The MOE contacted the Ministry of Labour (MOL) and based on the information from that department, the consultant and the contractor, I am satisfied that the impacted soil was removed from the site and disposed of properly.
b. Re: MOE audit of the Manson Property
MOE audit is still in progress at this time.
2. Today, the Ministry of Labour (MOL) has advised as follows:
The contractor has informed the MOL inspector that, on November 14, 2002, two truckloads of soil contaminated with petroleum products was removed from the site as instructed by the consultant. The Ministry inspector is continuing to visit the property.
3. The next Update is scheduled for December 6, 2002.

1. Today, the Ministry of Environment (MOE) has advised as follows:
Re: MOE audit of the Manson Property
The audit will be finalized shortly by the MOE Central Audit Team.
2. On November 6, 2002, the Ministry of Labour (MOL) has advised as follows:
There is no activity on the site. The Ministry inspector is continuing to visit the property.
3. The next Update is scheduled for November 22, 2002.
1. On October 23, 2002, the Ministry of Environment (MOE) has advised as follows:
a. Re: Site Activities
There is no work being conducted at the site as stated by an environmental officer who visited the site on October 18, 2002.
b. Re: MOE audit of the Manson Property
The audit will be finalized shortly by the MOE Central Audit Team. The reason for the length of time to complete the audit is that the Ministry required the proponent to remove the concrete slab and
stockpiled materials so that MOE could get access to that portion of the site.
2. On October 24, 2002, the Ministry of Labour (MOL) has advised as
follows:
There is no activity on the site. The Ministry inspector is continuing to visit the property.
3. The next Update is scheduled for November 8, 2002.

1. Today, the Ministry of Environment (MOE) has advised as follows:

The concrete removal work has been completed on site.
b. Re: MOE audit of the Manson Property
MOE's audit of the site will soon be finalized.

follows:
There is no activity on the site. The Ministry inspector is continuing to visit the property.

Manson Project Update: August 1, 2002
1. Today, the Ministry of Environment and Energy (MOEE) has advised as follows:
a. Re: Site Activities
Candec Consultants & National Excavating & Grading Ltd. have informed this Ministry that there has been no work conducted on the site for the past three weeks. Once work resumes, the MOEE will continue to conduct site visits.
b. Re: MOEE audit of the Manson Property
MOEE's audit of the site is still in progress.
2. The Ministry of Labour (MOL) has advised as follows: To date there is no work being done on site. The Ministry inspector is continuing to visit the property.
3. The next Update is scheduled for August 16, 2002.

Manson Project Update: July 10, 2002
1. Today, the Ministry of Environment and Energy (MOEE) has advised as follows:
a. Re: Application by National Excavating & Grading Ltd. for Certificate of Approval(Air)
The Certificate of Approval(Air) has been issued to National Excavating & Grading by this Ministry to crush only clean concrete.
b. Re: MOEE audit of the Manson Property
MOEE's audit of the site is still in progress.
c. Re: Removal of the transite pieces and concrete:
The MOEE continues to make regular visits to the site.
2. In response to a query from a resident re air monitoring and dust control, the MOEE has advised as follows:
There are two air monitors on the site and in operation during the work period. A hi-vol air monitor is used and situated downwind of the work area and a fibrous aerosol monitor is operated downwind of the work area and in accordance with the wind direction. There are two hoses being used on the site: 1) to control the generation of dust in the immediate work area (which is also used in other areas where there maybe a dust emission) and 2) before the truck leaves the site, the truck tires are washed down which is appropriate for this type of work.
3. The Ministry of Labour (MOL) has advised as follows:
- The site is being visited on a daily basis.
