Manson Project Update: March 21, 2001

On the afternoon of March 19, 2001, a City of Toronto building inspector noted that demolition activities around the hopper at the north end of the factory building were in progress at the site. The City immediately notified the MOE, MOL, Candec Consultants and the Peer reviewer.

Subsequently, Allison Lee Lai of the MOE visited the site and issued a written Order to Comply requiring that the four stationary hi-vol monitors be reinstalled until the project is completed. The contractor ordered that all activities be suspended immediately to comply with this order.

MOL inspector and an Engineer from the Peer Reviewer also visited the site in the afternoon. The contractor, MOL inspector and Peer Reviewer's inspector were of the opinion that the remaining portion of the hopper was in an unsafe condition and should be taken down prior to shutting down the demolition activities.

With the concurrence of the Building Division, the demolition of the remainder of the hopper was completed in approximately 10 minutes towards the end of the day in the presence of MOL and the Peer Reviewer. Peer reviewer reports that during this work, water was continuously used to control dust, a roving hi-vol monitor was placed downwind of the work and only minor lime dust was generated.
