The October 13 Open House
The following is abstracted from the official notes of the Open House produced by the City's Communications staff - full minutes in PDF form are available here
The panel answered questions regarding the trucking of material off-site to landfill; the site assessment process; the height of air monitors; and taxation issues regarding the site.
However, there were a number of issues raised by the public which required further detail and clarification.
These included:
The Emergency Response Plan (ERP). In particular, members of the public inquired as to:
what would trigger the emergency response plan;
how individuals would be notified;
would the ERP involve evacuation of people;
what special considerations are being made for nearby schools, particularly Charlottetown elementary school.
the consequences of an exposure to the community resulting from the time required by monitoring equipment to indicate an exceedance (a contaminant level higher than permitted).
The chain of events leading up to the execution of the ERP (i.e. who calls who and what decisions are made).
The coverage of the air monitoring program. In particular, members of the public inquired as to:
whether the area near the Manson Site contains higher than average asbestos levels currently, and if it is not being monitored, why it is not being monitored;
why it is not proposed that air monitoring be conducted in the community nearby (i.e. residents and schools across the street). Reference was made to previous demolition work in which air monitors were included at Mowat Collegiate;
what is the scientific basis for the air monitoring program and are there references that can be sited (sic).
The Demolition and Site Remediation Plan. In particular, further details and clarification were requested on the following matters:
did the Project Team review previous work related to asbestos issues in this community (Port Union) including the findings in terms of particle size;
what will happen to wildlife on the site during operations;
is a windspeed trigger of 60 kilometres per hour appropriate for work stoppage or should dust dispersion off-site be the appropriate trigger;
is it not possible to enclose the site entirely in plastic or other materials while operations proceed.
Bob Davis indicated that responses to these issues would be obtained and that the public would receive answers to their inquiries through the Minutes of the Public Meeting or via communications such as the newsletter.
As of December 16 (nine weeks later) .... none of these questions have been answered through Minutes of Public Meetings or via a City newsletter.
