Manson Project Update: April 6, 2001 - background

As reported by the City of Toronto's update, on April 3, 2001,during a site visit to the South Park Block B (formerly part of the Manson Site), an inspector from Peto MacCallum Ltd. (City's Peer reviewer) obtained from the surface of the fill material, samples of material that was suspected to contain asbestos. The test results show asbestos content of 15% to 35% in these samples and the detected asbestos is considered to be friable.


What might not be obvious to anyone reading that update is that on March 29th, the CCRA Planning Chair received a copy of a letter a resident had sent to MPP Steve Gilchrist, describing his discovery of friable asbestos and transite pipe at the very southern end of the Manson site. The information was made known to all involved regulatory and supervising agencies.

In response to that advice, the City of Toronto responded on April 2nd as follows:

"The Manson site was visited by 2 inspectors from the MOE and an MOL inspector on Friday, March 30, 2001. They reported that no transite waste deposits or friable asbestos deposits were observed within the subject site or the south park area. Today (April 2, 2001), an inspector from the Peer Reviewer (Peto MacCallum) also visited the site with an inspector from MOL and reconfirmed the MOE and MOL observations of Friday."

On April 3rd, the site south of the fence was visited by our knowledgeable resident, accompanied by Councillor Moeser, representatives of the City, MOL and Peto MacCallum. The resident pointed out the asbestos and the transite pipe. Samples of the friable asbestos were taken for analysis, and later proved to be 15% to 35% asbestos fibre.

Toronto's April 6 update fails to mention that the regulators had missed it twice (at least) and needed to be taken there by a local resident before they were able to notice the asbestos.
